Rep. Will Hurd, R-Texas, spent his five-minute allotment to not question Fiona Hill, the White House’s former top Russia adviser, and David Holmes, a top staffer at the U.S. Embassy in Ukraine, on Nov. 20, in a public hearing as part of the impeachment inquiry into President Donald Trump. Hurd, instead, delivered a speech that criticized Trump's statements during his July call with Ukraine's Volodymyr Zelensky as "misguided foreign policy," and "it's certainly not how the executive, current or the future, should handle that call." Hurd also said that "some of my colleagues have unwittingly undermined the Ukrainian government by suggesting it is subservient to the United States, and without the United States, they wouldn't be able to function."
