Russia and several countries sparred at the U.N. Security Council on Tuesday, with both sides blocking resolutions focused on an alleged chemical attack in Douma, Syria. Moscow vetoed an American plan to create a new body that would investigate, while the U.S. and others blocked a Russian proposal that would have created an investigation overseen by the Security Council.
