As mortar shells landed on a suburb of the Libyan capital Tripoli, the U.S. and Russia said they could not support a United Nations Security Council resolution calling for a ceasefire at this time. Russia objects to the British-drafted resolution, which blames eastern Libyan commander Khalifa Haftar for the latest flare-up. The U.S. gave no reason for its objection to the draft, which would also call on countries with influence over the warring parties to ensure compliance and for unconditional humanitarian aid access.
