The plan reportedly hinges on Turkey's ability to secure a swathe of northeast Syria as the United States withdraws. The comments by Turkey's Defense Minister, Hulusi Akar, made during an unannounced visit to inspect troops stationed near the Syrian border, reportedly appeared to be aimed at both the United States and its Kurdish allies.
