Venezuelan President Nicolas Maduro said this week's talks in Norway between representatives from his government and the opposition would seek to "build a peaceful agenda". His remarks came after Norway said talks were in an "exploratory phase." The opposition leader Juan Guaido also confirmed the negotiations were underway but said in an address on Saturday that he would not be "deceived".
