May had secured some concessions from the European Union over the most contentious parts of the agreement, but they weren’t enough for opponents. With less than three weeks until the scheduled date for Brexit, the UK’s trajectory remains unclear. Judy Woodruff talks to special correspondent Ryan Chilcote.
