Despite growing concerns over spread of the coronavirus, Russia is moving forward with plans to hold a national referendum in April on changes to its constitution. While the proposed amendments are widely seen as providing President Vladimir Putin a legal lifeline to extend his rule, the changes also would enshrine conservative values and religion into Russian life.
