At least 19 people have been killed after one of the most powerful typhoons in decades hammered Japan on Sunday.

Footage from Kawagoe, a city 31 kilometres (19 miles) northwest of Tokyo, shows emergency services personnel using boats to rescue stranded residents as well as extensive flooding of roads and buildings in the area.

Over a dozen people are also reportedly missing in the aftermath of Typhoon Hagibis with some 14,000 homes left without running water and 376,000 without power, as rescue and reconstruction efforts get underway in the wider Kanto region.
