The International Paralympic Committee (IPC) conditionally reinstated the Russian Paralympic Committee (RPC) as a member, as confirmed by IPC Spokesperson Craig Spence in Bonn on Friday.
Among the conditions for the reinstatement are extra tests to be carried out for athletes to competing in Tokyo 2020, which must be financed by the RPC.
Russian parathletes can start taking part in IPC competitions from now.
"Russian athletes are now free to compete in Paralympic sport, and the Paralympic Games, and competitions sanctioned by the IPC," Spence explained.
Russia was suspended three years ago due to allegations of doping.
The IPC decision paves the way for Russian athletes to compete in the Tokyo 2020 Summer Paralympics, after they were banned entirely from competing in Rio in 2016 and only allowed to take part as neutrals in Pyeongchang in 2018.
