German Health Minister Jens Spahn held a press conference in Berlin on Tuesday to present expert findings on homosexual conversion therapy, a practice which they recommended should be banned.
The Health Minister said that these reports were the first steps taken to ban treatments that produce harm, not only in the individuals who are made feel ashamed of themselves but also the society as whole.
"The work of the commission made also clear, that penalties and fines alone aren't enough," the Minister said. "We have to convince parents to accept their children as they are and we have to take the worry away for young people that they have to shameful for anything."
Spahn is expected to present draft legislation of the ban by the end of the year.
