Hong Kong Chief Executive Carrie Lam said on Wednesday during a press conference that it would use legislation to put anyone arriving from mainland China into compulsory quarantine for 14 days after local cases reached 21.

Lam said the measures were aimed to curb the cross-border flow of people to prevent the spread of the illness.
