German Chancellor Angela Merkel emphasised that there would only be "limited scope" to alter UK Prime Minister Theresa May's beleaguered Brexit withdrawal agreement as she arrived at a European Council summit in Brussels on Thursday.

“The agreement was well negotiated and therefore our scope is limited,” the Chancellor said, but added that Germany was “full of good intentions to find a solution” that would avoid a disorderly Brexit and a hard border between The Republic of Ireland and Northern Ireland.

European leaders were arriving at the European Council for the first day of the European Council summit.
