Russia: Syria no-fly zone cannot be imposed without state approval

Any decision to create a no-fly zone over Syria cannot be made without the approval of the government in Damascus as well as the UN Security Council, Russian Deputy Foreign Minister Gennady Gatilov says in comments carried by the Interfax news agency.

Gatilov was speaking in response to German Chancellor Angela Merkel's suggestion this week in an interview with German newspaper Stuttgarter Zeitung calling for such a no-fly zone "as helpful."
