India warns of terror "mother ship" next door, doesn't name Pakistan

The mother ship of terrorism is in India's neighbourhood and has links across the world, Prime Minister Narendra Modi said Sunday, referring to, but not naming, Pakistan.

Modi's comments at a restricted meeting of leaders of the BRICS group (Brazil, Russia, India, China and South Africa) of emerging economies at the seaside resort of Goa, were tweeted by Indian Foreign Ministry spokesman Vikas Swarup.

Presidents Michel Temer of Brazil, Vladimir Putin of Russia, Xi Jinping of China and Jacob Zuma of South Africa were present at the meeting.

Modi, in his opening remarks, talked of the need for a road map to revive the global economy and how growing terrorism threatened economic development.

A growing arc of terrorism threatens the Middle East, West Asia, Europe and South Asia, Modi said. 

"In our own region, terrorism poses a grave threat to peace, security and development. Tragically, its mother ship is a country in India's neighborhood," Modi was quoted as saying.

"Terror modules around the world are linked to this mother ship. This country shelters not just terrorists. It nurtures a mindset. A mindset that loudly proclaims that terrorism is justified for political gains."

It was a mindset and a threat against which the BRICS group needed to speak in one voice, Modi said.

Modi's remarks come barely a month after 19 soldiers died in a terrorist attack on an Indian Army camp in Kashmir, a disputed region over which India and Pakistan have fought two wars.

India blames Pakistan-based terrorists for the attack.
