Five people were killed on Friday in a helicopter crash in Istanbul shortly after take-off, Governor Vasip Sahin said, according to the state-run Anadolu news agency.
Russian and Turkish citizens were on the flight, according to broadcaster NTV, which had images from the scene.
The aircraft split into several pieces, with one part on fire and smoke rising from the scene, as firefighters battled to extinguish the flames.
The helicopter crashed on a motorway several minutes after taking off from the nearby Ataturk airport. Emergency crews were still working to clear the debris. The cause of the crash was not immediately clear.
The Sikorsky helicopter crashed in the Buyukcekmece suburb of the Turkish metropolis.
