Turkey will not take back refugees already in Europe, a minister says, adding that only those who arrive in Greece "starting from a certain date" will be eligible for return.

In total, “maybe tens of thousands of refugees” would be part of the return programme, Turkey's minister for European affairs Volkan Bozkir says according to the state-run Anadolu news agency.
