A project aimed at digitising old land registers and aligning data in land registers and cadastres so as to expedite land registration, increase legal certainty in the real estate business, and enable online scanning of documents, has been closed and its two components were presented on Tuesday.
The two-year project was financed by the European Union with EUR 1.67 million. It was commissioned by the Justice Ministry and the State Land Survey Administration and carried out by the Croatian companies IN2, IGEA, CROZ and Mikrocop and the Dutch company Kadaster.
As part of the Digital Archive component, land registers have been scanned for the first time and a browsing system was developed for land registry employees as well as the public. A total of 12.5 million pages of archived land registers has been digitised, covering 31 of 107 land offices.
As part of the Individual Transformation component, a method was developed to transform data from land registers and cadastres into a land data base, which is the first step towards aligning land registration and cadastral data without cadastral measurements.
Deputy Justice Minister Sandra Artukovic Kunst said land registration data could now be accessed at all times. "We have achieved results which refute the often repeated sentence that land books in Croatia are in disarray," she said, adding that 45 land registries and 42 cadastral offices had been included in the joint online data base and that the rest would be included by March 2016.
